Primary Body of Law that Governs Purchases by Texas Public Schools 

The primary body of law governing independent school districts in the State of Texas is set forth in the Texas School Law Bulletin which is a compilation of the Texas Education Code and other statutes pertinent to education.  The applicable section is found in Chapter 44:  Fiscal Management.

Chapter 44 stipulates that all school district contracts valued at $50,000 or more in the aggregate, for each 12-month period shall be made by the procurement method that provides the best value for the district.  The most common methods utilized in CFISD include competitive bidding, competitive sealed proposals, request for proposals, and interlocal contracts.  The two commodities listed as exceptions to this chapter are produce and vehicle fuel.
