The Texas Education Agency (TEA) in December approved the Cypress-Fairbanks Independent School District’s request to begin the 2005-2006 school year earlier than the date established by state law. Subsequently, the district’s Board of Trustees adopted the calendar for the next school year during its January 18 meeting— establishing August 10, 2005 as the first day of classes for all CFISD students .
Beginning with the 2002-03 school year, a waiver from TEA has been requested and granted to CFISD. The latest waiver application was necessary for the district to proceed with the 2005-06 calendar recommendation developed by a 31-member calendar committee comprised of parents, teachers and community members, who utilized results from a sample survey of 5,604 CFISD residents and employees.
Of those who participated in the calendar committee’s survey, 80.2 percent of the respondents believed that it was important that the district begin school prior to August 22, the earliest start date according to law, to maintain the one-week Thanksgiving vacation and end the first semester prior to the Winter holidays. The calendar recommendation includes those aforementioned breaks as well as the required number of staff development days and student holidays throughout the school year.
The waiver process stems from a law passed during the 77th Texas Legislature that mandates public schools begin the first day of instruction no earlier than the Monday of the calendar week in which August 21 falls. For the 2005-06 school calendar, the Monday of that week is August 22, 2005.
Still, the law included a provision that allows school districts to file for a waiver to begin the school year earlier if the community expresses its desire to do so. If granted a waiver from TEA, school districts may begin instruction prior to the date established by the law.
As part of the waiver application process, the district held a public forum October 21, 2004 and was required to submit transcripts of patrons’ comments, related to beginning the school year prior to the date set by law, to TEA. Seventy-six percent of those speaking at the forum were in favor of the district applying for the waiver and expressed interest in beginning the 2005-06 academic year earlier than August 22.
After considering a strong majority of the Cy-Fair community’s desire to maintain the length and number of scheduled breaks and conclude the first semester prior to the year-end holidays, the Board of Trustees authorized the district to file for the waiver in November 2004 to establish the school calendar as recommended by the calendar committee.
The 2005-2006 school calendar includes a full week for Thanksgiving break and concludes the first semester prior to the two-week winter holiday break. This schedule also includes days for inclement weather, professional development and student holidays as well as a full week for Spring Break. The last day of school will be May 24, 2006.
