Eligibility Rubric
Dimension 1: Performance Level & Competitive/Artistic Achievement
This dimension measures the student's level of participation and achievement in formal competitions or performances, as well as any recognized ranking or position. Formal events are defined as competitions sanctioned by a recognized national or state governing body, events that are part of an official league or circuit, or public-facing performances by a professional company. Informal events or unsanctioned activities do not count toward this dimension, regardless of their location.
Students must score a 2 or higher in this category to be eligible for OCPE, regardless of their overall score.
- Score 0: Does Not Meet Criteria - The student is not participating in any competitions or has no formal performances.
- Score 1: Intermediate Level - The student is occasionally participating in competitions or performances.
- Score 2: Advanced Level - The student regularly competes in local competitions or holds a prominent role in a public-facing performance. The student may have a recognized ranking at the local level.
- Score 3: Distinguished Level - The student qualifies for and participates in state or regional competitions or has a prominent role in a public-facing performance by a professional company. The student is considered a primary performer or athlete within their team or company, often holding a state or regional ranking.
- Score 4: Premier Level - The student qualifies for and participates in national or international competitions or holds a highly coveted solo/principal role in a professional company. The student is a top-ranked performer or athlete for their age group at the national or international level.
Dimension 2: Skill Development & Proficiency
This category assesses the student's current skill level and progress, with specific emphasis on how their performance compares to their peers of a similar age and activity.
Students must score a 2 or higher in this category to be eligible for OCPE, regardless of their overall score.
- Score 0: Does Not Meet Criteria - The student’s skill level is significantly behind their peers in a comparable training environment for their age and does not reflect a high-level training program.
- Score 1: Similar to Peers - The student’s skill level is on par with their peers in a comparable training environment for their age and specific activity.
- Score 2: Exceeds Peers - The student’s skill level is noticeably higher than their peers in a comparable training environment for their age, demonstrating a mastery of skills beyond what is typically expected.
- Score 3: Far Exceeds Peers - The student’s skill level is exceptionally high, performing advanced techniques and skills that are typically seen in older, more experienced athletes at a similar training level. This student is often ranked among the top performers in their age bracket.
- Score 4: Top-Tier for Age - The student is a recognized standout, with skills and abilities that place them in the top tier of all performers/athletes of a similar age and training level. This student’s skills are at an exemplary level for their age, far ahead of the typical pace.
Dimension 3: Training & Commitment
This category measures the student's dedication to their activity by assessing the number of professional training hours the student trained in the previous year.
- Score 0: Does Not Meet Criteria - The student trained less than 10 hours per week.
- Score 1: Meets Minimum Requirement - The student trained between 10 and 14 hours per week.
- Score 2: High Commitment - The student trained between 15 and 19 hours per week.
- Score 3: Exceptional Commitment - The student trained between 20 and 24 hours per week.
- Score 4: Exemplary Commitment - The student trained 25 or more hours per week.
Final Score Calculation
To be eligible for the program, a student must receive a score greater than zero in all three categories. A final score of 5 indicates a student has met all the program's requirements. Students must score a 2 or higher in Dimensions 1 and 2 to be eligible for OCPE, regardless of their overall score.
