2019-20 proposed budget includes salary increases for all employees

June 24, 2019—The CFISD administration presented its 2019-2020 budget proposal to the Board of Trustees during its committee-of-the-whole meeting on June 24. The proposed budget adheres to the school finance plan as detailed in the final negotiated version of House Bill 3 (HB 3), passed by the 86th Texas Legislature last month. CFISD’s 2019-2020 budget proposal includes provisions for teacher salary increases that exceed HB 3’s requirement, amounting to an average salary increase of 5% for all teachers.

CFISD plans to provide raises for all staff for the eighth consecutive year. The district’s 2019-2020 budget proposal calls for the following salary increases:

  • a starting teacher salary of $55,500 (an increase of $1,500 from the previous year);
  • a 3-percent-of-base-salary increase and a $1,000 one-time payment for teachers, counselors, librarians and nurses with 1-5 years of experience ($500 paidin December 2019 and $500 paid at the end of contract/fiscal year 2020);
  • a 3.5-percent-of-base-salary increase and a $1,000 one-time payment for teachers, counselors, librarians and nurses with 6 or more years of experience ($500 paidin December 2019 and $500 paid at the end of contract/fiscal year 2020); and
  • a 3-percent-of-midpoint or base salary increase, whichever is greater, and a $500 one-time payment for all other staff ($250 paidin December 2019 and $250 paid at the end of contract/fiscal year 2020).

The general fund budget includes local revenues of $524,083,450, state revenues of $419,454,637 and federal revenues and other sources of $21,200,000. CFISD’s total proposed budget is $992,256,686.

The proposed tax rate for 2019-2020 of $1.37 is a decrease of 7 cents from the 2018-2019 school year, with the Maintenance & Operations Tax rate at $0.97 and the Interest & Sinking (I&S) Tax rate at $0.40. The decreased property tax rate is a result of property tax reform in HB 3 passed during the 86th Legislative Session.

In addition to the previously mentioned salary increases, the 2019-2020 budget proposal provides for funding for 29 additional elementary school counselors, new teachers and increases in contributions to the Teacher Retirement System (TRS), benefits and other miscellaneous expenses.
